Hong Kong tourism pins hopes on mainland tourists’ return

HONG KONG — While some Hong Kong workers like taxi drivers are already feeling the approach of the good times associated with free-spending mainland tourists, red tape and a backlog of travel document applications is preventing many Chinese from making their way to the city.
