Forecast Weather Conditions Issued at 4:00 AM, 29 August 2023

SYNOPSIS: At 3:00 AM today, the middle of the attention of Typhoon “GORING” {SAOLA} was estimated based on all available data at 220 km East of Aparri, Cagayan or 220 km East Northeast of Tuguegarao City, Cagayan (18.4°N, 123.7°E) with maximum sustained winds of 155 km/h near the middle and gustiness of as much as 190 km/h. It’s moving North Northwestward at 10 km/h. Southwest Monsoon affecting Central and Southern Luzon, Visayas, and Mindanao.

HAZARDS AFFECTING LAND AREAS

Heavy Rainfall

  • Forecast collected rainfall from today to tomorrow afternoon
  • ·   100-200 mm: The northeastern portion of Babuyan Islands
  • ·   50-100 mm: Batanes, Babuyan Islands, Ilocos Norte, the northern portion of Abra, the northern portion of Apayao, and the northern and eastern portions of mainland Cagayan.
  • Forecast collected rainfall from tomorrow afternoon to Thursday afternoon
  • ·   Greater than 200 mm: Batanes and Babuyan Islands
  • ·   100-200 mm: The northern portion of Ilocos Norte and the northwestern portion of Cagayan
  • ·   50-100 mm: Apayao, Abra, the northern portion of Ilocos Sur, the northeastern portion of mainland Cagayan, and the remainder of Ilocos Norte
  • Forecast rainfall are generally higher in elevated or mountainous areas. Under these conditions, flooding and rain-induced landslides are still expected especially in areas which might be highly or very highly vulnerable to these hazards as identified in hazard maps and in localities that experienced considerable amounts of rainfall for the past several days.
  • The improved Southwest Monsoon can even bring occasional or monsoon rains over the western portions of Central Luzon, Southern Luzon, and Visayas over the subsequent three days. Severe Winds 

  • The wind signals warn the general public of the final wind threat over an area attributable to the tropical cyclone. Local winds could also be barely stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
  • ·   Moderate to significant impacts from storm-force winds are possible inside any of the areas where Wind Signal No. 3 is hoisted.
  • ·   Minor to moderate impacts from gale-force winds are possible inside any of the areas under Wind Signal No. 2
  • ·   Minimal to minor impacts from strong winds are also possible inside any of the areas under Wind Signal No. 1.
  • Wind Signal No. 4 is the very best possible warning level attributable to severe winds that could be hoisted by PAGASA over Extreme Northern Luzon.
  • The improved Southwest Monsoon will proceed to bring gusty conditions over the next areas not under any Wind Signal, especially in coastal and upland/mountainous areas exposed to winds:
  • ·   Today: Aurora, Bataan, Bulacan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Visayas, Dinagat Islands, Camiguin, and most of Zamboanga Peninsula.
  • ·   Tomorrow: Ilocos Region, Zambales, Bataan, Bulacan, Aurora, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, and Visayas.
  • Thursday: Ilocos Region, Cordillera Administrative Region, Zambales, Bataan, Bulacan, Aurora, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, and Western Visayas.

HAZARDS AFFECTING COASTAL WATERS

  • A Gale Warning is in effect for the northern and eastern seaboards of Northern Luzon, the eastern and western seaboards of Central Luzon, the seaboards of Southern Luzon, seaboards of Visayas, and the northern seaboard of Mindanao. Disruption in civilian maritime activities is predicted over these areas (e.g., suspension of sea travel) attributable to hazardous sea condition. For more information, consult with Gale Warning #11 (Intermediate) issued at 12:00 PM today.

TRACK AND INTENSITY OUTLOOK

  • GORING is forecast to follow a mainly northwestward or west northwestward path across the Luzon Strait from today until it exits the Philippine Area of Responsibility (PAR) tomorrow evening or Thursday morning. The newest track forecast indicates that the typhoon may pass very close or make landfall within the vicinity of Batanes between tomorrow morning and afternoon (although a slight southward shift within the track forecast may bring the attention and eyewall region of the typhoon to the northern portion of Babuyan Islands). During this era, the typhoon is forecast to persist in strength by the point it passes very close or over Batanes (although gradual re-intensifying and reaching into a brilliant typhoon category is just not ruled out).
  • Outside the PAR region, the typhoon will proceed its west northwestward movement for the rest of Thursday before turning more westward by Friday, increasingly unfavorable conditions over the waters southeast of mainland China will trigger a weakening trend. By the point GORING may make landfall within the vicinity of southeastern China (near Hong Kong/Pearl River Delta area) on Sunday, it would have weakened to minimal typhoon strength.
