SYNOPSIS: At 3:00 PM today, the middle of the attention of Super Typhoon “GORING” {SAOLA} was estimated based on all available data at 165 km West Southwest of Basco, Batanes (20.4°N, 120.3°E) with maximum sustained winds of 195 km/h near the middle and gustiness of as much as 240 km/h. It’s moving West Northwestward at 15 km/h. Southwest Monsoon affecting Central and Southern Luzon, Visayas, and Mindanao.

SUPER TYPHOON GORING CONTINUES TO MAINTAIN ITS STRENGTH AS IT APPROACHES THE NORTHWESTERN BOUNDARY OF THE PAR

HAZARDS AFFECTING LAND AREAS

Heavy Rainfall

  • Forecast accrued rainfall from today to tomorrow afternoon
  • ·   100-200 mm: Batanes,Babuyan Islands, Ilocos Norte, the northern portion of Apayao, and the acute northwestern portion of mainland Cagayan
  • ·   50-100 mm: Ilocos Sur, Abra, the northwestern portion of mainland Cagayan, and the remaining of Apayao
  • Forecast rainfall are generally higher in elevated or mountainous areas. Under these conditions, flooding and rain-induced landslides are expected especially in areas which are highly or very highly prone to these hazards as identified in hazard maps and in localities that experienced considerable amounts of rainfall for the past several days.
  • The improved Southwest Monsoon will even bring occasional or monsoon rains over the western portions of Luzon, and Visayas over the subsequent three days. Severe Winds 

  • The wind signals warn the general public of the overall wind threat over an area resulting from the tropical cyclone. Local winds could also be barely stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
  • ·   Minimal to minor impacts from strong winds are also possible inside any of the areas under Wind Signal No. 1.
  • The improved Southwest Monsoon will proceed to bring gusty conditions over the next areas not under any Wind Signal, especially in coastal and upland/mountainous areas exposed to winds:

  • ·   Tomorrow and on Friday: Ilocos Region, Cordillera Administrative Region, Zambales, Bataan, Bulacan, Pampanga, Aurora, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, and Western Visayas

Coastal Inundation

  • There’s a moderate to high risk of storm surge which can cause flooding within the low-lying and exposed coastal areas of Batanes and the northern and western portions of Babuyan Islands.

HAZARDS AFFECTING COASTAL WATERS

  • A Gale Warning is in effect for many seaboards of Luzon and Visayas, and the eastern seaboard of Mindanao. Disruption in civilian maritime activities is anticipated over these areas (e.g., suspension of sea travel) resulting from hazardous sea condition. TRACK AND INTENSITY OUTLOOK

  •  GORING is forecast to follow a mainly west northwestward path across the Luzon Strait from today until it exits the Philippine Area of Responsibility (PAR) tonight or tomorrow morning. Outside the PAR region, GORING will proceed its west northwestward movement for the rest of tomorrow before turning more westward on Friday (while slowing down), then west southwestward on Saturday (e.g., moving nearly parallel to the coast of Guangdong, China, although a landfall over the mainland China area on Sunday will not be ruled out)
  • GORING will likely remain as an excellent typhoon until Friday. Increasingly unfavorable conditions over the waters off the coast of Guangdong will trigger a weakening trend and by Monday, GORING could have weakened right into a severe tropical storm.
